Ontario has adopted Regulation 452/09, its Greenhouse Gas Emissions Reporting regulation. The regulation will require a broad range of Ontario organizations to report their greenhouse gas emissions, starting with the calendar year that begins January 1, 2010. In response to 33 submissions concerning the draft regulation, some amendments have been made. Third party verification requirements will still be phased in, as proposed. Some confidential business information has been removed from the reporting requirements. Some technical modifications were also in made to better match US and federal requirements, give more time for certain reports, and to allow emission factors to be used for some reports.

Industry is still expressing concern about the verification requirements, but the MOE insists that there will be enough qualified people to provide the verification service at a reasonable price by 2012. Accountants, among others, are eager for the work.
