A reader asks: are the federal Renewable Fuels Regulations in force? 

1) Some provisions came into force on the day the Regulations were registered (i.e., published in the Canada Gazette Part II), August 23, 2010
2) Certain sections of the Regulations (the gasoline requirements and trading system) came into force on December 15, 2010
3) Another subsection (s. 5(2) – distillate requirements) is not yet in force.
Take a look at the Canada Gazette Part II publication – see p. 1630 and you’ll note ” Registration” SOR/2010-189 on August 23 2010
http://www.gazette.gc.ca/rp-pr/p2/2010/2010-09-01/pdf/g2-14418.pdf .  In particular, see s. 40 of the Regs tells us when the clauses come into force.   As well, the Regulatory Impact Analysis Statement is always helpful in understanding the context of a regulation, see pp 1673ff of the Canada Gazette link.
So your question was not as simple as it seemed; regulations can be somewhat confusing.
